ABLE BC Meets with Minister Popham |
Earlier this week, Honourable Lana Popham, Minister of Agriculture and Food, joined senior leaders from the BC Liquor Distribution Branch (LDB) and the Liquor and Cannabis Regulation Branch (LCRB) in a meeting with ABLE BC’s President Yvan Charette and Bo Chen to strengthen collaboration and align priorities between government and industry.
During the meeting, the group addressed key advocacy priorities and explored ways to align perspectives in support of industry's needs and the Ministry’s mandate, while advancing BC’s position as a responsible and progressive leader in the liquor sector. Reflecting on the discussion, ABLE BC’s Bo Chen shared:
“It was productive to reconnect with the Minister and other government leaders in this type of setting. We conveyed the top priority points for three distinct business sectors in BC on behalf of our members and dialed in on tangible solutions in the form of policy work that specifically addresses the industry issues at hand.” Minister Popham emphasized that government’s efforts to support the industry are focused on advancing liquor modernization, championing local BC brands and businesses, and strengthening the industry’s role in the province’s tourism sector. ABLE BC President Yvan Charette reflected on the meeting, noting:
“There were many key government partners in the room, along with encouraging questions. I was direct and transparent in raising the challenges faced by private liquor retailers and hospitality operators, and it was clear to me that the Minister is sincerely passionate about strengthening our industry.” With summer drawing to a close, ABLE BC will continue ongoing engagement with provincial regulators and policymakers to ensure the momentum of our collective advocacy efforts remains strong. Bo added:
“It is encouraging to see ABLE BC continue to be recognized by government as an industry leader - particularly as the association approaches its 50th year, marked by significant advocacy wins that have helped shape the current landscape. We look forward to what promises to be an important Fall session.” |

Liquor to Go: ABLE BC Submits Industry Feedback to LCRB |

Following a series of province-wide townhalls, our member survey, and ongoing ABLE BC Committee discussions, ABLE BC has submitted industry's feedback on the Liquor to Go program to the LCRB. Our policy recommendations focused on: -
Mitigating unintended impacts on small businesses caused by misuse of the program;
- Ensuring proactive enforcement and compliance to protect the integrity of the policy;

Reinforcing the program’s original intention to assist small hospitality businesses during challenging economic times; and
- Preserving social responsibility, with measures to protect public safety and youth access.
We also worked in collaboration with the BC Restaurant and Foodservices Association (BCRFA), who endorsed our recommendations. On behalf of our membership, ABLE BC emphasized the importance of regulatory clarity, effective enforcement, and fairness across the sector, ensuring government clearly heard the concerns and priorities of BC’s liquor and hospitality businesses. WorkSafeBC Gratuity: Industries Urge Policy Reconsideration |
The BC Restaurant and Foodservices Association (BCRFA), supported by ABLE BC and other industry partners, recently sent a joint letter to WorkSafeBC raising concerns about the enforcement of a gratuity payroll inclusion policy.
For over 20 months, the BCRFA and partners have engaged with WorkSafeBC leadership on this issue. Historically, gratuities have never been included as part of payroll in the hospitality sector - nor is it common practice in other industries where tips are standard. Until recently, WorkSafeBC had chosen not to enforce this policy, recognizing the complexity and financial burden it would place on small businesses.
That changed in fall 2023, when a long-established restaurant was audited and penalized for not including gratuities in payroll. Although WorkSafeBC ultimately reversed those penalties, more businesses are now facing audits, fines, and costly reassessments - at a time when BC’s hospitality and service industries can least afford it. In the letter, the BCRFA, ABLE BC, and our industry partners respectfully requested that WorkSafeBC: - Suspend the gratuity payroll directive for three years.
- Reverse audit decisions and penalties from the last two years.

Collaborate with industry during this period on creative, practical solutions - including proper education and implementation plans.

Establish a joint task force to simplify WorkSafeBC policy implementation for small businesses, reduce red tape, and improve compliance.
ABLE BC will continue to stand alongside our partners to advocate for fair and practical policies that allow BC’s hospitality and service industries to thrive.

Reminder - BCGEU Job Action Vote Open Until August 29 |
In July, ABLE BC informed our membership and industry on the BCGEU’s decision to prepare to take a job action vote in the coming weeks following a breakdown in negotiations for their next collective agreement. As per the BCGEU, the vote is open from August 11 to August 29, 2025. The vote results will determine the BCGEU's mandate how to proceed forward with government.
If job action were to take place, the LDB will be notified 72 hours in advance.
ABLE BC understands industry’s concerns on the uncertainty and is continuously monitoring the situation and engaging with government and industry stakeholders. We will keep industry apprised as details progress and continue to progress our efforts to get the clarity you need to plan for your business.

Reminder - Updated Edition of BCL Hospitality Handbook |
Earlier this year, BC Liquor (BCL) released an updated BCL Hospitality Handbook, designed for hospitality customers who order their liquor products through BCL stores. It was recently updated in June 2025. The BCL Hospitality Handbook was informed by input from ABLE BC’s Hospitality Working Group, which provided BCL and the LDB with feedback on standardizing the ordering experience and improving service for hospitality licensees. The handbook covers BCL’s improved ordering process end-to-end - from submitting accurate orders to pickup, shipping, payment, and returns. BCL has produced a short video that provides a quick preview of the service improvements and the handbook’s contents.
Please note: the BCL Hospitality Handbook is specific to orders placed or product purchased via BCL stores.
Hospitality customers serviced by the LDB Wholesale Customer Centres in Vancouver and Victoria continue to follow WCC ordering guidelines. The LDB Wholesale website’s hospitality section continues to be the main online resource for all wholesale customers. |
LDB Update: CIFA Recall for Crown Royal Reserve
The Canadian Food Inspection Agency (CIFA) issued a recall on August 19, 2025 for a specific lot of Crown Royal - Reserve 12 Year Old (LDB SKU 239291, UPC 82000809920) due to possible presence of glass. The affected product is the 750 ml bottle with lot code 5199.
It’s important to highlight there is no impact to inventory distributed or sold in BC. The supplier has confirmed that only bottles with lot code 5199 sold in Ontario are affected. go2HR July 2025 Labour Market Trends |
July’s labour market data shows a 2.6% month-over-month employment increase, reaching 360,000 jobs, which is 6,250 above July 2019 levels.
Growth was supported by increases in both full-time positions and overall labour force participation. However, with shifting travel patterns, fluctuating demand, and economic uncertainty still in play, employers should be cautious in extrapolating from these numbers and remain agile in workforce planning. Key Highlights - Employment increased by 2.6 percent, reaching 360,000 jobs.

Labour force participation rose by 2.0 percent, with gains in Accommodation, Food and Beverage, and Transportation and Travel sectors.
- The unemployment rate decreased from 4.7 percent in June to 4.2 percent in July.
Regional Trends - Employment growth occurred in the Cariboo, Northern BC, Kootenay, and Vancouver Island regions.

Employment in the Lower Mainland declined slightly, while the Thompson Okanagan region held steady.
- Cariboo, Lower Mainland, Kootenay, and Vancouver Island are above pre-pandemic employment levels, while Northern BC and Thompson Okanagan remain below.
Sector Performance - Employment increased in Accommodation, Food and Beverage, and Transportation and Travel. Recreation and Entertainment experienced a slight decline.

Full-time employment rose from 64 percent in June to 66 percent in July, with Accommodation leading at 94 percent full-time workers and Food and Beverage lowest at 55 percent.

Pay Transparency Reporting: Key 2025 Requirements for Employers |
The Pay Transparency Act became law in 2023, and employers above a certain size must post pay transparency reports annually. In 2025, employers with 300 or more employees are required to publicly post pay transparency reports.
Key Dates & Information: - Employers must publicly post pay transparency reports by November 1 each year

2025: Applies to employers with 300+ employees (total B.C. employee count as of Jan 1, 2025)
- 2026: Expands to 50+ employees (as of Jan 1, 2026)
