Premier-Designate Lorne Doerkson & ABLE BC President Yvan Charette |
The results are in, and British Columbia is preparing for a change in government. Following the October 24 provincial election, the BC Conservatives, led by Lorne Doerkson, secured a decisive majority.
ABLE BC congratulates the BC Conservatives and Premier-Designate Lorne Doerkson on their election victory and looks forward to engaging with the incoming government on the issues that matter to BC’s independent liquor and cannabis retailers. We also extend our thanks to outgoing Premier David Eby and the BC NDP government for their work and engagement with our industries. We look forward to continuing the conversation with the BC NDP as they take on their opposition role in the BC Legislature.
What Happens Next?
Following the election, Mr. Doerkson has begun the transition process as premier-designate. The BC Legislature is scheduled to return on November 18, 2026, providing an important milestone as the new government establishes its priorities and legislative agenda. As the transition unfolds, ABLE BC will continue advocating for policies that support independent businesses, strengthen local communities and ensure a fair, sustainable operating environment for BC’s liquor and cannabis industries. ABLE BC's Post-Election Advocacy
On Wednesday, October 28, ABLE BC hosted post-election town halls for liquor and cannabis members to discuss the election results, potential industry impacts, anticipated timelines and advocacy priorities.
These conversations are an important opportunity to hear directly from members, share insights and help guide ABLE BC’s advocacy as the new government takes shape.
Our advocacy priorities for BC’s liquor retail sector focus on protecting private liquor stores and supporting a fair, sustainable retail environment. These include: - Keep liquor retail out of grocery and convenience stores in BC to protect the independent liquor retail model.
- Support a 10-year extension of the current liquor retail licence moratorium, which is set to expire in 2032.
- Maintain the 1 km distance requirement between liquor stores to prevent oversaturation and clustering of alcohol retail outlets while supporting public health and safety.
As the new government establishes its priorities, ABLE BC will continue advocating for these measures to protect independent liquor retailers and the communities they serve.
Take Action: Connect With Your MLA The months ahead are an important opportunity for members to introduce themselves to their elected representatives, share their experiences as local business owners and highlight the issues affecting their businesses and communities.
ABLE BC has a post-election advocacy toolkit available to members upon request, including resources to help you engage with your elected representatives and communicate key industry priorities. To request a copy, contact our Community Ambassador, Nicole McLaughlin, at membership@ablebc.ca.
Find your MLA: Members are encouraged to identify and connect with their newly elected representative. Use CityNews’ interactive BC election results map to find your electoral district and MLA.

Reminder - Reducing Red Tape: Engagement on Occupant Load Requirements
|
|
|
ABLE BC has been advocating for ways to reduce red tape and improve licensing processes for our on-premise and liquor primary members. A new provincial review could be a step toward making those processes more efficient.
The Union of BC Municipalities (UBCM) is seeking feedback on potential changes to occupant load and person capacity requirements for licensed establishments where liquor is consumed on site, including restaurants, bars, brewpubs and nightclubs.
The discussion is part of an ongoing review by the Liquor and Cannabis Regulation Branch (LCRB), which is looking at how local governments establish, apply and enforce occupant loads. One potential outcome is streamlining these processes, which could help reduce duplication and contribute to faster licensing timelines for businesses. This is an area ABLE BC has been advocating on, and we’ll continue to engage with government and stakeholders as the review moves forward.
Have questions or feedback? We want to hear from members. If you’d like to discuss the proposed changes, ask questions or share your feedback, email comms@ablebc.ca. We may also organize a virtual townhall for members depending on interest. Government engagement feedback closes December 31, 2026.

Immigration Update: Key Changes for Employers |
Work Permit Extensions: Greater Certainty for Employers and Workers Immigration, Refugees and Citizenship Canada (IRCC) has updated its guidance for temporary foreign workers (TFWs) whose employers are awaiting decisions on Labour Market Impact Assessment (LMIA) renewals.
Previously, workers applying to extend their work permits had up to 90 days to provide a positive LMIA. Effective immediately, eligible TFWs may continue working under their original work permit conditions while awaiting an LMIA decision, provided they meet the applicable requirements. This change provides greater certainty for employers and international employees, helping reduce staffing disruptions caused by lengthy LMIA processing times.
For more information: Low-Wage lMIA Processing Resumes in Kamloops and Chilliwack
Employment and Social Development Canada (ESDC) has updated its quarterly list of regions subject to the refusal-to-process policy for low-wage LMIAs where the unemployment rate is 6% or higher.
Effective October 9, 2026, low-wage LMIA applications are once again being processed in Kamloops and Chilliwack, following changes to regional unemployment rates.
The updated regional list remains in effect until January 7, 2027.
Employers in these regions may once again be able to access the low-wage LMIA stream to support recruitment, provided they meet all other program requirements.
Express Entry Changes: Considerations for Permanent Residency On October 16, IRCC announced changes to the Express Entry system, taking effect November 3, 2026. The changes include additional points for eligible Canadian work experience and qualifying job offers in high-wage occupations. IRCC is also removing certain LMIA requirements for qualifying job offers under Express Entry. These changes may create additional permanent residency opportunities for eligible hospitality professionals, particularly those in skilled occupations. However, they do not eliminate existing LMIA requirements for employers hiring through the Temporary Foreign Worker Program. Read the full announcement here. |

The Poppy Campaign: October 24 – November 11, 2026 |
For 100 years, The Royal Canadian Legion has stood with Veterans and their families, and helped Canadians remember those who served and gave their lives for our freedom.
The Legion’s Poppy Campaign is officially underway from now until November 11th. During this time, millions of Canadians wear a Poppy as a visual pledge to never forget those who served.
The Poppy is distributed freely to all. Poppies can be found at your local Legion Branch or at various partner locations, including BC Liquor stores. The Royal Canadian Legion gratefully accepts donations to the Poppy Fund, which supports Veterans and their families.
The history of the Poppy in Canada can be traced back to the famous war poem, “In Flanders Fields.” Written in 1915 by Lieutenant-Colonel John McCrae of Guelph, Ontario, the poem continues to be read aloud at Remembrance Day ceremonies across the country.

Cannabis Corner: Advocacy Update - Support for the 1KM Rule |
ABLE BC continues to advocate for a consistent 1 km minimum distance between legal cannabis retail stores to help prevent market oversaturation, reduce competition and undercutting between neighbouring businesses, and support the legal cannabis sector in competing with the illicit market.
The Union of BC Municipalities (UBCM) is seeking feedback on a provincial proposal that would establish a consistent 1 km distance requirement across BC, shifting authority from local governments to the Province. The proposed rule would align cannabis retail distancing requirements with existing liquor retail rules. ABLE BC encourages cannabis licensees to engage with local government candidates ahead of the upcoming local elections, or newly elected representatives afterward, to share their experiences and highlight the impacts of store clustering. Template letters will also be available to help members communicate their support. Read the full article in ABLE BC’s Cannabis Industry Update for more details, including a link to UBCM’s announcement.
