Clarification of Bulletin 23-11: Increase in Liquor Transfers Between Licensees
On November 30, 2023, we shared details of several Liquor and Cannabis Regulation Branch (LCRB) policy changes, including Bulletin 23-11: increase in liquor transfers between licensees.
In response to questions from licensees, the LCRB has updated Bulletin 23-11 with clarifying information regarding transfer amounts and rules. The Terms and Conditions handbooks for affected license types (including Licensee Retail Store (LRS), Liquor Primary (LP), and Food Primary (FP)) have been updated.
Key Details:
Liquor inventory (up to a combined $100,000 annually) can be transferred between licences held by the same licensee/legal entity.
Liquor inventory (up to $10,000 annually) can be transferred between licences owned by separate licensees/legal entities.
LP and FP licensees can only transfer liquor to/from another LP, FP, or caterer. Liquor cannot be transferred between LP/FP and LRS licenses.
Liquor retailers can only transfer inventory to a licence in the same class, ie LRS to LRS, Wine Store to Wine Store, or Rural Licensee to Rural Licensee.
All transfers must be documented in your liquor register.
Manufacturer licensees are ineligible to transfer product between licenses.
