David Hume, LCRB

David Hume is the Assistant Deputy Minister and General Manager of the Liquor and Cannabis Regulation Branch (LCRB), overseeing liquor and cannabis licensing and regulation in the province.

Prior to joining the LCRB in 2022, David was Assistant Deputy Minister of the Government Digital Experience (GDX) Division. As ADM of GDX, he was responsible for supporting public engagement and collaborative policy development across government to create citizen centred policies and services, paving the way for the future of digital government. Only two years after starting his career with the BC Public Service in 2009, David was a Premier's Award finalist in the Leadership-Vancouver Island category in 2011.

Jeff Guignard is the Executive Director of ABLE BC. In his ten years with ABLE, Jeff has ushered in countless positive policy changes for liquor and cannabis businesses. From wholesale pricing for hospitality businesses to free cannabis samples, allowing LRSs to sell to SEP holders, and more, Jeff has made an indelible mark on our industry.

In 2022, Jeff was listed on Vanmag's Power 50 List in recognition of his work for the private liquor industry during the pandemic.
